മൊഹാലിയിലെ പുഡാ ഭവനിൽ സെപ്റ്റംബർ 23ന് ഉച്ചയ്ക്ക് തുടങ്ങിയ ED റെയ്ഡ് 50 മണിക്കൂർ നീണ്ടു. പഞ്ചാബ് സർക്കാരിന്റെ Greater Mohali Area Development Authority – GMADA യുടെ ഓഫീസിൽ 8 ഉദ്യോഗസ്ഥരുടെ ഫോൺ ക്ലോൺ ചെയ്ത്, 30 ചാക്ക് രേഖകൾ എടുത്ത്, സെർവറുകൾ പരിശോധിച്ചാണ് ED ഇറങ്ങിയത്. ആരോപണം – 10,000 കോടിയുടെ ഭൂമി ലേലത്തിലെ റിസർവ് വില കുറച്ചു, സ്വകാര്യ കമ്പനിക്ക് 57 കോടി ഇളവ് നൽകി. ഈ തീരുമാനങ്ങൾ എടുത്തത് മൊഹാലിയിൽ അല്ല, ചണ്ഡീഗഡ് സെക്ടർ 39ലെ ഒരു സർക്കാർ ബംഗ്ലാവിൽ വെച്ച് ഡൽഹിയിൽ നിന്ന് വന്ന AAP നേതാക്കളായ സത്യേന്ദർ ജെയിനും മനീഷ് സിസോദിയയും ആണെന്നാണ് ED പറയുന്നത്. എന്നാൽ രസകരം, ഇതേ GMADA യെ ഒരു മാസം മുൻപ് AAP യുടെ തന്നെ എംപി മൽവീന്ദർ സിംഗ് കാങ് “അഴിമതിയുടെ കേന്ദ്രം” എന്ന് വിളിച്ചിരുന്നു.
ഫയലുകൾ മൊഹാലിയിൽ നിന്ന് ബംഗ്ലാവിലേക്ക് പോയ വഴി
ED യുടെ കഥ ഇങ്ങനെയാണ്. Tirupati Infra Projects എന്ന കമ്പനിയുടെ ബാങ്ക് തട്ടിപ്പ് കേസ് അന്വേഷിക്കാൻ ചെന്നതാണ്. അവിടെ നിന്ന് ലിങ്ക് കിട്ടിയത് GMADA യിലേക്ക്. ഫയലുകൾ PUDA ഭവനിൽ നിന്ന് സെക്ടർ 39ലെ ബംഗ്ലാവിലേക്ക് കൊണ്ടുപോയി. ആ ബംഗ്ലാവ് അലോട്ട് ചെയ്തിരിക്കുന്നത് പഞ്ചാബ് വാട്ടർ സപ്ലൈ ബോർഡ് ചെയർമാൻ സണ്ണി സിംഗ് അഹ്ലുവാലിയയുടെ പേരിലാണ്. അവിടെ വെച്ച് ജെയിനിന്റെ നിർദ്ദേശപ്രകാരം മാസ്റ്റർ പ്ലാനും ലേലവും നഷ്ടപരിഹാരവും തീരുമാനിച്ചു എന്നാണ് ED യുടെ പ്രസ്താവന. ജെയിൻ പഞ്ചാബിന്റെ സഹ-ചുമതലക്കാരൻ ആണ്.
AAP ഇത് പൂർണ്ണമായും തള്ളുന്നു. ജെയിനും സിസോദിയക്കും GMADA യുമായി ഒരു ബന്ധവുമില്ല, ഇത് 2027 തിരഞ്ഞെടുപ്പിന് മുന്നോടിയായുള്ള രാഷ്ട്രീയ വേട്ടയാണ് എന്നാണ് പാർട്ടി നിലപാട്.
സ്വന്തം വീട്ടിലെ കള്ളനെ ED പിടിച്ചതാണോ?
ഇവിടെയാണ് AAP കുടുങ്ങുന്നത്. MP കാങ് പറഞ്ഞത് – GMADA യിൽ ദീർഘകാലമായി ഇരിക്കുന്ന ഉദ്യോഗസ്ഥർ സെലക്ടീവായി പൊളിക്കൽ നടത്തുന്നു, ഇത് കൊള്ളയാണ്. അന്ന് സർക്കാർ എന്ത് നടപടി എടുത്തു? ഒന്നുമില്ല. ഇപ്പോൾ അതേ ഉദ്യോഗസ്ഥരെ തന്നെയാണ് ED ചോദ്യം ചെയ്തത്. അപ്പോൾ ED കണ്ടുപിടിച്ചത് BJP യുടെ കെട്ടുകഥയാണോ, അതോ AAP യുടെ MP നേരത്തെ ചൂണ്ടിക്കാട്ടിയ അതേ അഴിമതിയോ?
50 മണിക്കൂർ റെയ്ഡിന് FIR പോലും വേണ്ടേ?
മറുവശത്ത് കേന്ദ്രത്തിനും മറുപടി പറയാനുണ്ട്. GMADA ക്കെതിരെ ഒരു FIR പോലും ഇല്ലാതെ, PMLA സെക്ഷൻ 16, 17 വെച്ച് ഒരു സംസ്ഥാനത്തിന്റെ നഗര വികസന അതോറിറ്റിയെ 50 മണിക്കൂർ റെയ്ഡ് ചെയ്യാമോ? പഞ്ചാബ് സർക്കാർ ഹൈക്കോടതിയിൽ ഹേബിയസ് കോർപസ് ഹർജി നൽകി. വാറണ്ട് ഓഫീസർ വന്ന് പറഞ്ഞു – ആരെയും നിയമവിരുദ്ധമായി തടഞ്ഞുവെച്ചിട്ടില്ല. സർക്കാർ ഹർജി പിൻവലിച്ചു. പക്ഷെ ചോദ്യം ബാക്കി – ഇത് ഫെഡറലിസത്തിന് മേലുള്ള കടന്നുകയറ്റമാണോ?
